Do all users need to belong to a campfire account in order to access the basecamp chat? If so is there direction i can send everyone in the group?

You don’t need to setup any users in Campfire. Once you’ve configured Campfire integration for your project, all users that go to the Chat tab will be able to enter the chat room.
