I’m trying to get organised and need more of a to-do app than anything.

Can Backpack combine all the lists from various pages into a global to-do list? If so can this list be tagged with details of the page it came from, or ordered by page?

Nope. Have you looked at Zoho Planner? It’s a blatant Backpack knockoff, but it can aggregate lists.
